The Department of Vermont Health Access (DVHA), within the State of Vermont’s Agency of Human Services, is responsible for administering the Vermont Medicaid health insurance program and Vermont’s state-based exchange for health insurance. Vermont’s state-based health insurance exchange is also referred to as the health insurance marketplace. The Health Access Eligibility and Enrollment team integrates eligibility and enrollment for Medicaid and commercial health insurance plans for many of Vermont’s individuals and families. The Department coordinates a range of health insurance plan options and offers online, telephone, paper and in-person assistance for Vermonters who are applying for health insurance.

Fuel Assistance

The CRISIS FUEL program uses federal funds granted through the State of Vermont. BROC Community Action, and the other four Community Action Agencies in Vermont administer this program under contract with Vermont’s Office of Home Heating Fuel Assistance. This program begins on the last Monday in November each year. Eligibility for assistance considers all income in the household and resources and requires receipts for expenses paid in the last 30 days. Applicants are asked to come in before they run out of fuel, so please make an appointment at 1/4 of a tank to ensure the best service and avoid special trip charges. The program is usually available through the end of April each year.

Homelessness is a real problem in our area. There are many factors that contribute to this, including reduction of a household’s income, high housing costs, disputes with property owners and domestic violence. Staff counsel households on housing options, educate renters on their rights and responsibilities and coordinate with other providers in the community to help individuals and families obtain or maintain housing.

Eligibility-Any person 60 years of age or older and is unable to leave home without considerable difficulty and/or assistance. • AND experiences a physical or mental condition making them unable to obtain food or prepare meals on a temporary or permanent basis. • The spouse of an eligible participant (regardless of age). • People under 60 years of age with a disability are eligible if they reside with or are in the care of an individual receiving Meals on Wheels. Preference will be given to individuals who are low-income, minority, limited English proficiency, and at risk for institutional placement.
